i don't think it is possible to run through all of the hurdles and win .... runnig through slows you down more than clearing the hurdles using the proper technique.
wouldn't be surprised is if the rule is that you have to clear a certain number of hurdes (or attempt to) ... WILLI!!!!!

As far as I know it is legal, but if it affects the other hurdlers that might be a problem.
There is no way you can compete effectively in a serious hurdles race by deliberately running through them.
