As such, the course is intended to improve cooperation and communication between a member association, its government, non-governmental organisations (NGOs) working in the country, other partners and the media. The programme further distributes knowledge on communication and marketing skills to help member associations attract partners and sponsors. Format of Com-unity Courses Each Com-Unity course is a three-day programme of working sessions organised by the member association in cooperation with FIFA. It brings together key representatives from the government, NGOs, media and the national football family, and is intended to be open to the whole community. Participation by key individuals from the government, the media, actual and potential partners and other organisations is requested and a critical component of this course; invitations for these individuals are to be extended by the member associations hosting the course. Financial arrangements FIFA covers the expenses of the instructors and FIFA representatives, course facilities and relevant technical installations, as well as the production and shipment of the course material. The organising member association is responsible for all local transport, customs, tax expenses and any other residual expenses not covered by FIFA. Whenever possible, the workshop should be held in FIFA Goal and/or Financial Assistance Programme (FAP) financed facilities. FUTURO III – FIFA’S PRO-ACTIVE COURSE PROGRAMME Purpose FUTURO III focuses on the education of member association instructors in the topics of coaching, refereeing, administration & management and sports medicine. Participants in this programme are expected to be actively teaching in their member associations, both before and after the course. Format of Futuro III Programme FUTURO III courses use a regional format, assembling and educating instructors selected by the member associations from neighbouring countries in a centralised venue. A maximum of two instructors per member association may participate in any one course, depending on the qualifications of the applicants and size of the country. As such, up to ten countries can benefit from a single FUTURO III course. It is intended that the instructors participating in this programme are active at the end of each course, and as such, relevant activity plans will be elaborated by the participating member associations with the support of FIFA. FIFA will decide on a yearly allocation of courses that endeavours to touch all regions. The courses should be held at facilities financed through the FIFA Goal and/or Financial Assistance Programme whenever possible. Financial arrangements FIFA covers the following costs associated with a FUTURO III course: all expenses for the course instructors; a fixed amount towards the accommodation costs for the participants’ course facilities and relevant technical installations; 50% of the participants’ international travel expenses in economy class; teaching material and equipment provided by FIFA. The host member association is responsible for: all local transportation for instructors and participants; customs/taxes for teaching material and equipment and other residual expenses not covered by FIFA. Member associations sending participants to the course are responsible for: 50% of the cost of international travel for their participants to attend the course; entry visas and other related expenses; any other expenses related to the course not mentioned above. FFTT (FIFA FLYING TEACHING TEAM) Purpose FFTT is based on the desire of the FIFA President to provide assistance to member associations for immediate, unforeseen and emergency short-term needs in the areas of coaching, refereeing, women’s football, futsal, administrative and sports medical matters. Format of FFTT Courses A panel of FIFA instructors is available to deliver the above-mentioned tailor-made assistance. FIFA reviews each application based on the urgency of the need. The appointment of the expert is the responsibility of FIFA. Financial arrangements FIFA covers the travel expenses and daily allowances of the FIFA instructor. The benefiting member association is responsible for the accommodation of the FIFA instructor (and participants) as well as all other local expenses including local transport of our expert. OLYMPIC SOLIDARITY COURSES Purpose The International Olympic Committee (IOC) supports the general development of Olympic sports (including men’s and women’s football) through its “Olympic Solidarity” education programme. In this IOC programme, coaches and administrator courses are run in co-operation with funds from the host National Olympic Committee (NOC) as distributed by the IOC’s Olympic Solidarity programme. FIFA supports these Olympic Solidarity courses by appointing instructors and providing relevant course material. Format of olympic solidarity Courses A member association submits a request to the National Olympic Committee of its country for the organisation of a football course. Based on the criteria of the programme, the NOC decides if the course is allocated to the member association, and if so, it sends its approval to Olympic Solidarity, who informs FIFA accordingly. Applications for Olympic Solidarity courses must reach FIFA no less than three months prior to the start of the course. The duration of the courses varies according to the topic and available funds from the National Olympic Committee. The appointment of the instructor is the responsibility of FIFA. Financial arrangements The NOC, with funds from Olympic Solidarity, is responsible for all organisational expenses of the course. Olympic Solidarity and FIFA are responsible for the FIFA instructor’s international travel expenses and daily allowances. FIFA provides course teaching material and equipment. MEMBER ASSOCIATION COURSES Purpose Long a staple of the FIFA course programme, the Member Association course programme provides member associations with a limited number of FIFA-run educational courses in the areas of coaching, refereeing, women’s football, futsal, administrative and medical matters. Format of member association Courses The duration of the courses varies according to the topic and financial resources of the organising member association. FIFA is responsible for appointing the course instructor and for providing teaching material and equipment. Financial arrangements FIFA covers the FIFA instructor’s international travel expenses, daily allowances and provides teaching material and equipment. The benefiting member association is responsible for all local expenses including the accommodation and local transport of the FIFA instructor and the participants.
