Who will bell the cat?

Dear Editor,

The over 40 year-old Jamaica Football Federation (one of the nation's foremost voluntary organisations) goes into its Annual General Meeting in February 2005, for the first time under the nearly one-and-a-half year-old Crenston Boxill administration. The Boxhill administration will naturally be expected to give an account of their stewardship over the latter period. They may also find it appropriate to revisit the much publicised manifesto that was revealed three days before the November 23, 2003 elections which brought them to office, and which many members of the federation still insist that they have not read. This revisit or introduction (depending on which member you speak to) is even more important, given the fact that Boxhill and his team claim the manifesto as the basis for a mandate to steer Jamaican football.

Here are some direct quotes from the manifesto, "the new game plan":

. "Internationally football is a profitable business; locally it is a failing enterprise. Against this background our team led by Crenston Boxhill is seeking to gain operational responsibility for what we dub Jamaica Football Incorporated, managed for the people of Jamaica by the Jamaica Football Federation". )

. "Will the Boxhill team rely on contributions from such bodies as CHASE and Sports Development Foundation (SDF)? Of course we will. What is different is that our administration will bring about the necessary levels of accountability and transparency to prevent potential benefactors from referring derisively to the JFF as "the black hole of New Kingston".

. "We will appoint a team of high powered business executives with experience in fund-raising to assist the JFF in improving its financial position". (page 4)

. "Among the other policy issues to be addressed is the free flow of financial information between the JFF, the directors and the public. Every effort will be made to improve transparency."

. "We also intend to move the administrative offices of the JFF..." )

. "Our mandate is clear: generate funds..."

There are many questions to be asked by both JFF members and taxpayers alike but who is willing to bell that cat? And while we take time to consider applicants for the job of cat-beller, we should also keep in mind that old Jamaican saying 'Tek sleep mark death'.

Come February the members will have to asses the leadership on their performance against these and other objectives set out in the manifesto, they should also use the internationally accepted index of performance in World Cup Tournaments. Will they resist the temptation to suspend debate on the manifesto because some are touting the World Cup in 2010 as the true benchmark for the policies outlined in it? Who knows?

Finally, let us all hope and pray that regardless of whether we qualify in 2010, the taxpayer is not left with a multi-million-dollar bill and no assets.
